NEW YORK — Canadian Pacific Railway Ltd.’s (CP) striking Teamsters workers are returning to their jobs today after Parliament passed a bill to end the weeklong labor action that snarled industry supply chains and seaport traffic. The legislation sends all unresolved issues between Canadian Pacific and the union to binding arbitration, giving them 90 days to settle on a new contract or face one drawn up by an arbitrator.
