HEARNE, Texas — Gathan Reistino pointed to the seemingly endless field of cotton, the same land his father farmed for decades. There, he said, is where one of the largest rail yards in Texas would go. Omaha, Neb.-based Union Pacific has offered to buy the needed acreage from about 20 landowners, including Reistino. It could compel sales through eminent domain. Almost all the property owners are not interested in selling.
