NEW YORK — The life-saving, federally-mandated technology the MTA was supposed to install on its commuter rail lines after two fatal crashes is not likely to be completed on time. Nabil Ghaly, president at Rail Transport Engineering, a consultant on the project, told MTA board members he’d put it at 60 to 65 percent chance the PTC would be installed on the LIRR and Metro-North by the December 2020 deadline.
