BOSTON — As much as the MBTA had mapped out ambitious plans to improve future service, the transit agency’s leaders have made one thing increasingly clear in the wake of the crippling financial impacts of the COVID-19 pandemic: Without additional financial assistance from the federal government, they’ll be forced to make painful cuts to service in the coming years to make ends meet.
