NEW YORK — Freight trains, including those carrying explosive crude oil, travel through Rockland at average speed of 26.5 mph, speed tests by the Rockland Sheriff’s Department show. That’s well below the 50 mph speed limit on the River Line, the busy freight railroad owned by CSX Transportation.
