WASHINGTON, D.C. — TSA officers in joint operations randomly ask rail or subway travelers for permission to search their bags for explosives. Local and federal authorities insist the searches are not mandatory, but passengers who refuse are not allowed on the train, forcing some travelers to make a tough decision.
