TOPEKA, Kan. — The Pottawatomie County Sheriff’s Office on Wednesday released the identities of the two men killed Tuesday when communications towers collapsed near Blaine. Martin Powers, 38, of St. Charles, Mo., and Seth Garner, 25, of St. Peters, Mo., were killed when the Union Pacific communications towers collapsed.
