ERIE, Pa. — The plan GE Transportation announced Tuesday was both concrete and specific. The company identified the product lines that would be moved to Texas and the 950 union and 100 management jobs that Erie would lose. But that might not be the last word on the subject.

The company and the union representing production workers will enter into a 60-day period of so-called decision bargaining. That process leaves open the possibility of union concessions that could reduce or even eliminate the loss of jobs.
