OMAHA, Neb. — A year ago, the area resembled any 2,000-acre slice of desert in rural New Mexico. Wild sagebrush covered sprawling landscape. Mountains surrounded the dry plateau, also home to a small airport and industrial park. The lights of El Paso, Texas, the closest city, glimmered in the distance. Now, the area is a busy construction site for Union Pacific’s Santa Teresa facility, the Omaha-based company’s largest current construction project, with a price tag more than $400 million.
