SANTA FE, N.M. — Union Pacific will not pay locomotive fuel taxes in New Mexico if it opens a $418 million rail center in Santa Teresa.

The state Senate on Friday approved a bill to forgive the taxes in return for Union Pacific establishing a refueling hub in Southern New Mexico. The bill carried 31-3.

Members of the House of Representatives also have approved the proposal. The bill goes next to Gov. Susana Martinez for her signature.
