PALESTINE, Texas — The City of Palestine is investigating whether Union Pacific violated its contract with the city last week by laying off 30 local employees. Palestine Mayor Steve Presley said the city would do whatever’s necessary to enforce the contract. It calls for the railroad to retain, in Palestine, slightly more than 0.5 percent of its total workforce nationwide. That number has declined over the years with the railroad’s aggregate workforce. Now, the minimum number of local jobs is more than 70, Presley said.
