HERMISTON, Ore. — Layoffs continued to occur earlier this week at Union Pacific’s Hinkle rail yard in Hermiston, but the company remains quiet about how far the personnel cuts will go. Hermiston City Manager Byron Smith says the railroad isn’t talking to the city either.
