CHATTANOOGA, Tenn. — Any merger involving Kansas City Southern and either Canadian Pacific or CN should be scrutinized by regulators to ensure that the combined railroad doesn’t cause downstream impacts to the value of competing railroads, the head of Union Pacific said Thursday.
