RICHMOND, Va. — The Virginia Supreme Court on Friday upheld a state grant to Norfolk Southern for a freight terminal in Montgomery County.
The court unanimously rejected the county’s claim that the grant was unconstitutional, clearing the way for development of the truck-to-rail transfer facility adjacent to Interstate 81.
