WASHINGTON, D.C. — Amtrak is starting to emerge from the coronavirus crisis. It received $1 billion from Congress through the CARES Act. On Monday, its flagship Acela service will resume in the Northeast, as will other trains that were canceled. It’s in the process of testing the Acela’s replacement, which is scheduled to begin service next year.
