MONTREAL — There’s no way of knowing exactly what’s moving across Montreal’s network of train tracks at a given moment. Federal law doesn’t force railroad operators to share information about hazardous shipments with municipalities. Even though Transport Canada has an electronic database of shipment manifests that’s updated in real time, the information it contains is closely guarded.
