SACRAMENTO, Calif. — Nine years ago, Union Pacific Railroad supervisor Ricky Durrant was called to a ghastly scene in Southern California. A Metrolink commuter train had run head-on into a freight train, killing 25 people. The UP train had just come out of tunnel. “Our guys said, ‘We saw a flash of white and said, Ahh, sh–” and hit the brakes, two seconds before impact.
