MADISON, Wisc. — According to one Wisconsin state representative, the state’s railroad grant and loan programs are vulnerable to waste and abuse because they lack competitive bidding and rely heavily on the companies that get the funding to estimate the cost of projects. He is calling for measures to reform the programs.
