BALTIMORE, Md. — When the Howard Street Tunnel opened in 1895, the 1.4-mile bore under downtown Baltimore was a modern marvel. Iron-arched and lined with bricks, it used electricity to light the tunnel and power the Baltimore & Ohio Railroad engines pulling passengers and freight through it.
