WASHINGTON, D.C. — Last January’s deep freeze left some natural gas-fired power plants in the Northeast unable to secure fuel to run when they were needed most, triggering a rise in electricity prices and reliability concerns. For the past year, coal plant owners, especially those in the Upper Midwest, have complained of slower rail shipments of coal from the Powder River Basin. At some level, problems are blamed on rail congestion caused by increased shipments of crude oil, grain and other freight, as well as bad weather.
