AUSTIN, Texas — In car-friendly Texas, getting a major high-speed rail project off of the ground is almost impossible. But as more people flock to the state and its metro areas swell, Texas could benefit from robust passenger rail, U.S. Transportation Secretary Pete Buttigieg said Wednesday.
